You create an aura of blue mist around yourself that protects against fire, absorbing the first 12 points of fire damage per round as per resist elements. In addition, the mist can be used to snuff out fires.

Any non-magical flame touched by the aura is immediately extinguished if the fire's maximum damage is 12 points or less per round.

As a standard action, you may touch a magical fire (such as a wall of fire or a flaming sphere) and attempt to dispel it as if using dispel magic against it. If you succeed, both the fire spell and the aura vanish. If you fail, both remain.

You may use a ready action to use the aura as a dispel magic to counterspell a magical fire attack against you (targeted attack, not an area attack). If successful, the spell is counterspelled and the aura vanishes. If you fail the dispel check or the attack is not a fire attack, nothing happens and the aura remains.
